Why does the North River Tunnel project keep getting delayed?

The North River Tunnel was built 2 years after the Model T & is still the primary form of transportation for over 200k people daily! The administration has tried to block already approved funding to add capacity & update the tunnel but thanks to Mikie Sherrill & other officials, the project is breaking ground!
